Applications are invited for the Manipur Civil Services Combined Competitive (Preliminary) Examination, 2022 under the Manipur Public Service Combined Competitive Examination Rules, 2022 for selecting candidates for the Main Examination for recruitment to the following posts/services:


* Horizontal reservation cuts across vertical reservation and persons selected against the quota for Persons with Disabilities will be placed in the category to which they belong.

Note: - 1. Persons suffering from not less than 40% of the relevant disability shall alone be eligible for the benefit of reservation. 

2. The  candidate  should  be  in  possession  of  disability  certificate  in  the prescribed form issued by the competent authority in this regard.

The plan and syllabi of the Combined Competitive Examination to be conducted under the Manipur Civil Services Combined Competitive Examination Rules, 2022 is uploaded in the https://mpscmanipur.gov.in.

2. Centre of Examination: Imphal

3. Eligibility Conditions:

(i) The candidate must be a citizen of India.
(ii)  A candidate must be able to speak Manipuri or any of the Tribal Dialects of
Manipur.

(iii) A candidate must be a permanent resident of Manipur. Provided that a candidate whose parent or any of his/her ancestors in his/her direct lineage are/were permanent resident of the State, (with proper documentary proof like enrolment in the Electoral Roll and Birth Certificate) then he/she will also be eligible.

(iv)  Age Limit:     (a) Shall not be less than 21 years and not more than 38 years as on 1st of July, 2022.

(b) The upper age limit is relaxable by 5 years for SC/ST, 3 years for OBC and 10 years for Persons with Disabilities. Candidates belonging to SC/ST/OBC who are also physically handicapped will be eligible for grant of cumulative age relaxation under both the categories.

(c) As per decision of the Government conveyed vide letter No COMM-
1/3/2022-DP-DP  dated  1st   December,  2022,  the  upper  age  limit  will  be relaxed for 3 (three) years across all categories, as a one-time measure to compensate for the cancellation of MCSCCE, 2019. Candidates, who are eligible in terms of age as on 1st  July, 2019 will be eligible to apply in this examination.

(v) Educational Qualifications:

A candidate must hold a degree of any of the Universities incorporated by an Act of the Central or State Legislature in India or other Educational Institutions established by an Act of Parliament or declared to be deemed as a University under Section 3 of the University Grants Commission Act, 1956 or possess an equivalent qualification as prescribed under Clause 6 (iii) of Schedule II, Chapter I of the Manipur Civil Services Combined Competitive Examination Rules, 2022.

Note:1   All candidates, who are declared qualified by the Commission for taking Combined Competitive (Main) Examination will be required to produce proof of passing the requisite examination along with their application for the Main Examination failing which candidates will not be admitted to the Main Examination.

Note:2   Candidates possessing professional and technical qualifications which are recognized by the Government as equivalent to professional and technical   degree   would   also   be   eligible   for   admission   to   the Examination. 

Note:3   Candidates who have passed the final professional MBBS or any other Medical Examination but have not completed their Internship by the time of submission of their application for Combined Competitive (Main) Examination, will be provisionally admitted to the Examination provided they submit along with their application a copy of certificate from the concerned authority of the University/Institution that they had passed the requisite final professional medical examination. In such cases, the candidates will be required to produce at the time of their interview, original degree or a certificate from the concerned competent authority for the University/Institution that they had completed all requirements (including completion of Internship) for award of the Degree.

Note: 4 The   candidates   should   be   in   possession   of   the   following certificates on the closing date for receipt of application form for Manipur   Civil   Services   Combined   Competitive   Examination (Prelim), 2022.

(i) Permanent Resident Certificate.

(ii) Certificate  for  passing  degree  in  any  discipline  from  a recognized University/ Institution(s).

(iii) SC/ ST/ OBC/ Disability Certificate for candidates seeking reservation/ benefit available for SC/ ST/ OBC/ Physically
handicapped category.

(vi)No. of attempts:

(a) 6(six) attempts for general candidates, (b)       9 (nine) attempts for OBCs,

(c)  No restriction for SC/ST candidates who are otherwise eligible.

(d) A physically disabled person will get as many attempts as are available to other non-physically handicapped candidates of his or her community, subject   to   the   condition   that   a   physically   handicapped   candidate belonging to General Category shall be eligible for seven attempts. The relaxation will be available to the physically handicapped candidates who
are eligible to avail of reservation applicable to such candidates.

Note:

I.An  attempt  at  a  Preliminary  Examination  shall  be  deemed  to  be  an attempt at the Examination.

II. Notwithstanding the disqualification/cancellation of candidature, the fact of appearance of the candidate at the examination will count as an attempt.

4.STARTING AND CLOSING DATE FOR SUBMISSION OF ONLINE APPLICATION:
The online application should be applied at  www.empsconline.gov.in w.e.f. 15-12-2022 up to 11:59 PM of 31-01-2023 after which the link will be disabled. Submission of application in any other mode will not be entertained.

5. MODE OF SUBMITTING APPLICATIONS:

I).  STEPS FOR SUBMISSION OF ONLINE APPLICATION FORM:
a). Click on “Notification” and open the details by clicking on the “Subject/Title” Link and
b). Click on “Submit Your Application” Link
c). Enter your Details properly, Mobile (preferably WhatsApp enabled Mobile
Number) 

d). Check everything especially Name, email Address, Mobile Number and Date of Birth, Gender, Employment Status (Government Employee), Physical Nature and Category before pressing "Save and Go to Next Part"  link

e). Enter Address, Parents’ Details and click "Save and Continue" and Proceed to
Education, Language and Work Experience Details

f).  Educational details must be furnished starting from Tenth Class (Class X) up to the Highest Qualification

g). Work Experience Details: Submit Scanned NOC in place of Experience
Certificate if Applicant is a Government Employee.

h). Add your Post Preference (Add at least One Post, add only those post which is applicable and deemed fit/eligible for you):

i).  After adding all required details Click on "Continue" link and Proceed to Upload
Document and Photos Page.

j).  Upload your latest scanned copy of Photos, Signature and Other Details Click on
Save and Continue to proceed to Final Confirmation  Page

k). Give one final Check, tick the Declaration Checkbox and Click on Confirm and
Pay Button

l).  You will be redirected to payment gateway where you will be asked to make the
payment. Select your desired mode and pay. (For DAP/PWD candidate payment part will be skipped and redirected to final page )

(II)    Applications submitted which are not in accordance with the instructions/ submitted without copies of relevant documents will be summarily rejected. Original documents to prove qualifications, experience, age, community, disability  etc.  have  to  be  produced  as  and  when  called  for  by  the Commission. The candidature of any applicant where there is any variance in the documents submitted online and physical documents will be summarily rejected.

Fee: Candidates are required to pay a fee of Rs. 600/- for General & OBC and for Rs.
400/-  for  SC  &  ST  by  using  net  banking,  Visa/  Master  Card/  Debit  Card  through www.empsconline.gov.in   portal.   No   fee   is   payable   for   DAP   (Differently   Abled
Candidates)

Note 1:  Candidates should note that payment of examination fee can be made only through online mode as mentioned above. Payment of fee through any other mode is neither valid nor acceptable. Application submitted without prescribed fee/mode shall be summarily rejected.

Note 2:  Fee once paid shall not be refunded under any circumstances nor can the fee be held in reserve for any other examination or selection.

Note 3:   For the Applicants in whose case payments details have not been received from the bank, they will be treated as fictitious payment cases and their applications will be rejected in the first instance. A list of such applicants shall be made available on the Commission’s website after the last date of their fee payment. On receipt of documentary proof, genuine fee payment cases will be considered and their applications will be revived, if they are otherwise eligible.

6. Candidates must write the papers in their own hand. Under no circumstance will they be allowed the help of a scribe to write the answers for them. However, blind candidates and candidate with Locomotor Disability and Cerebral Palsy where dominant (writing) extremity is affected to the extent of slowing the performance of function (minimum of 40% impairment) will be allowed to write the examination
with the help of a scribe in both the Civil Service (Preliminary) as well as in the
Civil Services (Main) Examination.

7. All candidates in service other than casual or muster roll will be required to state in the Application Form that they have informed in writing their employer/controlling authority that they have applied for the examination. In case the employer or the controlling authority withholds permission to the candidate’s applying at the examination, their application will be rejected and his/her candidature will be liable to be cancelled.

8. The eligible candidates shall be issued an e-Admission Certificate. The e-Admission certificate will be made available in the MPSC website http://empsconline.gov.in/downloadadmitcard.aspx   for downloading by the candidates from 21-02-2023 upto 11:59 p.m. of 21-03-2023. No admission Certificate will be issued from MPSC Office or sent by post.

9.  No candidate will be admitted to the Examination unless he/she holds an e-Admission
Certificate issued by the Commission for the purpose.

Mere  fact  that  an  e-Admission  certificate  of  the  examination  has  been issued to a candidate, will not imply that his/her candidature has been finally cleared by the Commission or that entries made by the candidate in his/her application to the preliminary examination has been accepted by the Commission as true and correct.

10. The decision of the Commission as to the eligibility or otherwise of a candidate for admission to the Examination shall be final. If on verification at any time before or after the Examination and Interview, it is found that a candidate does not fulfil any of the eligibility conditions, his/her candidature for the Examination/ selection will be cancelled by the Commission.

11. A  candidate  found  to  be  furnishing  false  information  to  the  Commission  or suppressing information, violating instructions, adopting various unfair means in the Examination like  impersonation, cheating,  etc  is  liable  to  be  disqualified  and/or debarred from writing MPSC Examinations as decided by the Commission and may attract other applicable legal provisions.

12. The Preliminary Examination will be held tentatively in the month of April, 2023.
